Donald Yarbrough

Don Yarbrough, PhD, is Professor of Educational Measurement and Statistics in the Department of Psychological and Quantitative Foundations. He is the former director of the UI Center for Evaluation and Assessment, which he founded in 1992, and has completed more than 100 evaluations of major health, educational, social, curriculum development, and technology infusion projects, including projects funded by HRSA, NSF, FIPSE, DOE, NIH, NEA, private foundations, and states.  Don also designed, proposed and helped implement the evaluation components for the U.I.’s CTS award, funded by NIH.  In that capacity, he served as the Associate Director for Evaluation in the U.I. Institute for Clinical and Translational Science from 2008 through 2014.  He has extensive experience in higher education evaluation and academic program review and served two terms as Associate Dean for Graduate Programs and Research in the UI College of Education (1996 to 2002). During these years he also designed and conducted the Board of Regents initiative to document undergraduate outcomes across all colleges at U.I.  

Don’s current research programs focus on theory in program design and evaluation, especially design and interpretive validity, and the scholarly foundations for and impact of research-based evaluation standards.  He is also currently collaborating with colleagues from ISU and UNI, funded by an NSF RETA award, to develop, implement and metaevaluate studies of the quality of the Iowa State STEM Initiative.  His research interests extend to engineering education, and he published with Fred Stern and colleagues in the College of Engineering a series of articles based on research funded by NSF investigating how to integrate simulation technology in undergraduate engineering education. 

Nationally, he was a member of the Joint Committee on Standards for Educational Evaluation from 1996 until 2014, when he completed his second term as chair.  He also chaired the task force that revised the Program Evaluation Standards and was lead author on the 3rd edition of the Program Evaluation Standards:  A Guide for Evaluators and Evaluation Users (2011). He has been an active member of the National Council on Measurement in Education, the American Educational Research Association, the Association for Psychological Science, and was a founding member of the American Evaluation Association.
